The Finnish Red Cross (FRC) is seeking an experienced consultant to act as a Critical Friend to support the final evaluation of the Syria Disability Inclusion and Physiotherapy Project (2022-2025), implemented by the International Federation of Red Cross and Red Crescent Societies (IFRC) in partnership with the Syrian Arab Red Crescent (SARC).
The evaluation will be conducted by an internal FRC evaluation team. The selected consultant will support this team through independent technical advice, quality assurance, and constructive challenges, rather than acting as the lead evaluator. The consultant will not be responsible for conducting the evaluation or drafting the main evaluation report.
This is a short-term advisory assignment designed to strengthen the quality, credibility, and analytical rigor of the evaluation process.
Key Responsibilities
- Review the evaluation design, methodology, and key evaluation questions.
- Provide technical feedback on data collection tools and analytical approaches.
- Challenge assumptions, interpretations, and emerging findings.
- Review the draft evaluation report and provide quality assurance.
- Prepare a short Independent Reflection Note to accompany the final report.
Profile
Applicants should have:
- Proven experience in humanitarian and/or development programme evaluation.
- Strong knowledge of OECD-DAC and/or ALNAP evaluation criteria.
- Experience with qualitative and contribution-based evaluation approaches.
- Understanding of disability inclusion, gender, diversity, equity and inclusion.
- Strong analytical, facilitation, and advisory skills.
- Experience in fragile or conflict-affected settings is an asset.
- Familiarity with the Red Cross Red Crescent Movement is desirable.
